You have lots of staff turnover. Perhaps a company type has a high attrition rate or staff move very quickly through your company. You have to train them how to do or use things such as computer systems, telephony systems, fire drills etc. This means you have to spend valuable time, resources and money on constant training.

You have lots of users or customers. An establishment where you have a lot of customers that need to follow a particular procedure or do certain things. You have to educate customers how to do things with leaflets, guides or staff in a very short space of time.

Someone needs to perform a task that they have never done before. There are times when people need to perform a particular task that is not within their normal daily activities / remit. If they do not know how to use a particular system or they need to follow a procedure, they will need to find someone who can show them (using their time as well) or have to read through an ordinary manual on something they are not trained in.
